New users will have their dashboards, locales, date formats and roles exactly like the user you select.

For example, let's say that Joe is a Senior Marketing Manager and Mary has joined your organization in the same capacity. While creating the user account for Mary, it would be convenient to create her account like Joe's as that account would have similar dashboards, roles and preferences. You can always change these for Mary later if required.
